CJ Sets up Cell to Process Overseas Pakistanis’ Complaints

RIYADH/ISLAMABAD, JAN 30 (Mamosa Report) – Chief Justice of Pakistan Tassaduq Hussain Jillani has established a Complaint Cell for overseas Pakistanis which will operate directly under his supervision.

The decision by CJ Jillani to protect the fundamental rights of the expats is being hailed in Saudi as well as worldwide, and comes within a month of his taking oath as the Chief Justice in mid-December.

Nicknamed “the gentleman judge” for his mild manner, Jillani is expected to maintain the court’s focus on rights of Pakistanis as well as overseas Pakistanis, including their right to vote.

According to a circular by the Welfare Wing of the Pakistani Embassy in Riyadh, Justice Jillani has taken notice of the plight of Overseas Pakistanis who are at a disadvantage to look after and safeguard their rights in their homeland. He has therefore established and inaugurated “Expatriate Pakistanis Complaint Wing” in the Human Rights Cell of the apex court, the PR said.

The Wing is being looked after by the Chief Justice himself. It will receive complaints of Overseas Pakistanis through mail, fax as well as email on the application Pro forma already uploaded on the official website of the Supreme Court.

The Wing shall process such complaints within a period of 24 hours, the circular says.

The mandate of the Wing is to protect the rights and interests of the Overseas Pakistanis in the country ranging from their right to vote, protection of property and land right and hardships they face during their visit to their home country, etc.

“In order to address grievances of Overseas Pakistanis the Wing is mandated, interalia, to analyze grievances and to call report from the departments complained against and to give directions for redressal of such grievances and to suggest even Legislation, if required.”

Syed Hammad Abid, Community Welfare Officer II said that the existing practice of such complaints being filed through the embassy shall also continue. MAMOSA has learnt this circular has been sent to Pakistan embassies worldwide.

Some 7 million Pakistanis live overseas. Last year they remitted over $15 billion. The largest population of Pakistani expats live in the kingdom and remitted the maximum share — almost $5 billion last year. Other regions where substantial population of Pakistanis live are UAE & GCC countries; USA, UK.

  1. AOA. Congratulation on the establishment of Complaint Cell in supreme Court of Pakistan for the Overseas Pakistanis. But I am having a problem when I send email on the address given on the website
    ie dir.hrc@supremecourt.gov.pk and mail@su;remecourt.gov.pk it is not going through. I am having problem of property which is situation in Al’Rahim Avenue, Gulistan-e-Jauhar, Block 9 (Pehlwan goth)
    Karachi. Property consisting of 2 shops No.5&6 on the ground floor and 4 offices on the mazzanine floor nos.2,3,4&5. Our property is grabbed in 2009 and then again in the year 2011. Sent applications to all
    top to bottom authorities of pakistan what to talk about action even the acknowledgement had not been given. OPF Islamabad is the white elephant doing nothing. We the real owner wandering here and there and the culprits are earning rent from our property since 2009. KIndly help. Thanks

  2. Dear Chief Justice of Pakistan

    My name is Sohail Ahmad. I am a German National. My wife; Mrs Aysha Sohail (Pakistani national) bought 2 plats (area of land) in Islamabad (Pakistan) in 2005. I went to Pakistan on 22/10/2013 and came back 12/03/2014. During my time in Pakistan I found out that land mafia were trying to illegally occupy my wife’s land (2 plats) with the help of Islamabad Police.

    I took labours with me 3 times to the site to get some work done on my land; however the land mafia told everyone to leave by scarring the labours and me with their weapons. I wrote an application regarding this to SP Sadar Islamabad (application ref. 447-S) on 20/01/14, no action has been taken from him.

    The people who are involved in the Illegal occupation of land are as follows: S.H.O. Ashiq Khan (Thana Ternool), S.I. Rab Nawaz (Thana Ternool), S.I. Muneer (Thana Tremolo), S.I. Riaz (Thana Ternool), S.H.O Abrar (Thana not known), Naseer Khan , Hameed Akther , Farukh Khan, Shakeel Khan, Bhutto, Jahanzaib Khan, Raja (property dealer), Matiur Rehman, Zakir (Patwari). There are more people involved in the land occupation; unfortunately, I haven’t got many details of them.

    Is it a Criminal Offence for an overseas Pakistani to buy land in Pakistan?

    I request you to take action against this land mafia and help me and my wife get our land back, as no police officer is ready to take action against this mafia group. People like these are causing harm indirectly to our country (Pakistan) as majority of overseas Pakistani are a victim of mafia group like these (mentioned above) and therefore hesitate to invest in Pakistan.

  3. i am a 60 years old expatriate serving in Bahrain. i tried my best to get a suitable job for my son but not succeeded, as a result i opened a shop for my son two months ago but unluckily the batha collector group has started threatening my son for dangerous results. it is really a very dangerous situation and i being an expatriate unable to do anything. I therefore request to chief justice of Pakistan to look into this alarming situation which can lead to bloodshed if not immediately stopped. Regards.

    Im a uk resident and came over to pakistan for holidays.

    Last week my unlacles land was ilegaly occupied and is being built on by unknown land grabbers.

    My uncle is in uk also.
    I am helpless as i dont know many local people and land grabbers are known to have bad reputaion.

    I have been searching online and came across your email.

    Can you please help me out.
