NEW DELHI: At the orders of the central government, the government of Jammu and Kashmir has initiated action against the 2010 IAS topper Shah Faesal for his 22nd April tweet which said, “Patriarchy+Population+Illiteracy+Alcohol+Porn+Technology+Anarchy = Rapistan!”
On Tuesday night, he posted on Twitter an image of the letter from the state government and also the screenshot of his 22nd April tweet with a message seeking change in the service rules that have “colonial spirit”.
Faesal is the only Kashmiri to have topped the Civil Services Exam. He did it in 2010. He joined the service and the last post he held was Managing Director of J&K State Power Development Corporation before proceeding on leave for study. He is currently on leave from the state government and is on a Fulbright scholarship to the US.

In the letter, the General Administration Department, Government of Jammu and Kashmir said: “You have allegedly failed to maintain absolute honesty and integrity in discharge of your official duty and thus acted in a manner unbecoming a public servant…”
Faesal commented on the letter this way: “Love letter from my boss for my sarcastic tweet against rape-culture in South Asia. The Irony here is that service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience. I’m sharing this to underscore the need for a rule change.”
Speaking to The Indian Express, Faesal said, “It’s nothing but bureaucratic over-enthusiasm…I don’t think this warrants any action. Rape is not part of government policy that criticism of rape would mean criticism of government policy and invite action.”
